Doha – Qatar:
The Rule of Law and Anti-Corruption Center organized a training program in cooperation with the Administrative Control and Transparency Authority in the State of Qatar, the Anti-Corruption Commission in Palestine, and the League of Arab States. The Regional Workshop on the Implementation of the Law Regulating the Right to Access Information was held from 15 to 17 September 2025, with the aim of enhancing the capacities of public officials, raising their efficiency, and providing them with knowledge that improves their scientific and practical capabilities in the fields of integrity and transparency.
Experts from integrity authorities in fifteen countries participated in the regional workshop within the framework of the League of Arab States.
The workshop reviewed the importance of the right to access information and explained many international and national judicial rulings that support the right to access information.
The workshop concluded with the development of a model law that can serve as guidance in drafting laws related to the right to access information, as well as several recommendations, the most important of which were the following:
First: Legal and institutional framework (25 points)
Second: Scope of the application of the law (20 points)
Third: Proactive disclosure (10 points)
Fourth: Procedures for requesting information (20 points)
Fifth: Exceptions and limitations (15 points)
Sixth: Penalties (10 points)
